When something so unbelievable, so ridiculous stares at your face it's normal to be dumbfounded. It is very normal to be unable to react unless you're trained for such situations. That's why in all of the chapters and episodes of this series I think this is an underrated scene of how badass Mikasa is. When everyone was still processing what's happening she made action, and a decisive one, with the intent to kill. I think only her and Levi is the only one who could make a split second decision like this and follow through with such conviction.
