It doesn't happen often but they will put extra stuff after the final credits. Why they don't do it before, I don't know.

Yep, it's "bonus missions" from the end of the manga volumes. The manga (and show in extention, since it follows it 1 to 1 pretty much) has some character chapters/stories followed by bigger arcs and that's how it goes.
This episode reminds of a german movie called "Das Leben der Anderen" which i highly suspect was an inspiration behind the whole Yuri spying arc considering how similar it looks.
