I don’t think Suirei did not directly kill people, it rather enabled others
1. Salt poison done by his colleagues as a tease

5. Set up artisan to make replacement metal part
So, honorable people who might interfere with plan fired or died. So plan was hidden yet executed.

Jinshi is Ah-Duo’s son who was swapped out for the previous Emperor’s son who died.
As the Crown Prince (my bad earlier title thanks cher43615 ) he:
1. Fake his age 24 yrs old but really same age as Moamoa, 19.
2. Fake he is Eunoch
3. Fake he is Emperor’s brother

Well all these incidents are connected because they wanted to kill Jinshi and make it look like an accident. For that they planned to replace the holding parts of the pillar with a metal that melts at a very low temperature, e.g. the heat of a fire. To achieve that they needed to steel the originals and replace them with new ones made of that new metal alloy. But the warehouse manager could interfere or even recognize that the part is made of a different metal. Everyone familiar with the ceremonial tools would know that something is off. So they needed to get rid of them. That's why Kouhnen and the gourmet with a fable for seaweed had to die. And of course even that had to look like accidents.
