Obviously he cares about his people and mostly mikasa and armin it is normal for him to get made when he found out that mikasa is not free because her blood and for armin he know how can memories of others owner of titans can change you…he want from them to be free and for that the hard truth with some choking insult is the solution hating him can finally make them live their lives and not always clunching to eren and especially when he knows that he has only 4 years left not time for bullshit…
I know Zeke is the bad guy here he did have everyone drink the wine which is pretty messed up, but it was a contingency plan in case Levi and everyok from Paradis didn't cooperate. And since they didn't, he had to do what he had to do. Zeke isn't really a bad guy. He's a double agent good guy/antihero. He'll do whatever it takes to win even if it means doing some things perceived as bad in order to accomplish that which is good for the rest of his people and those on the island. Floch is definitely on the winning side. I'm not a manga reader, but common sense tells me that in real life if the entire planet was coming down on your country and the powers that be chose not to act, the Jeagarists's way would be the only way to protect your nation regardless of how you felt about it.
