I think Ayaka is more likely to be the Mr. A of the story (which is confusing because of the translation — they just say A-san, so Person A would be more accurate than Mr. A), as she is haunted by the little red hood and considers herself a person who could betray people like Richard (which lines up if she ignored the little girl that was seeking help). She's also mentioned being concerned about elevators.
There’s no mystery in the Light Novels Tsubaki’s entire character is so fleshed out and everything with her and her Rider and what is happening is said through minor narration.
So many theories on information the show tells you, it’s honestly sad how poorly people retain and see media.

Man I miss the old days when Fate was simple… Atruria, Emiya Shirou, Rin Tosaka and the rest of the gang. I understood NOTHING in this episode.
But the stick though… The perfect stick can change a man's life.
