Monsters does not seem to factor in to mages/human kingdoms conception of pacifism. so attacking monsters first does not break the pacifism but the threat needing them to work together is the pacifistic part. (15:00 minutes in)

The hypnosis girl exposition does feel a bit heavy handed but one thing I like about it is that they commit to it, so it kinda ends up being "her thing" cause she just keeps babbling about stuff and overanalyzing so it feels more like it's her personality to break things down and infodump than a writing problem. It's still a bit heavy handed regardless but it's a good way to salvage that heavy handed exposition into a bit of characterization.

The "maximum polling rate of the universe" is the Planck time, which directly derives from the Planck length and the fact that nothing can move faster than light. Therefore you can't observe changes at any rate that's faster than the amount of time that it takes light to travel a Planck length. However, it should be noted that this doesn't mean that time and space are divided discretely. It's just that distances shorter than the Planck length, and consequently durations shorter than the Plack time, are impossible to tell apart. It's possible that something could have moved, there's just no way to tell.
Actually, here's an analogy. If you want to animate just a white image turning black on a computer over the course of 10 seconds, that's 10×60 = 600 frames to animate. However, there are only 256 different possible shades of gray, which means you'll have to reuse some for some frames. This means that if you're viewing two different frames in isolation, you could get two frames with the exact same colour and you'd have no idea about the order they belong in. But, that doesn't mean you can't calculate theoretically what the brightness should be at any given frame. At frame 0, it's 255. At frame 1, it's 254.6… Of course 254.6 doesn't look any different from 255, so you can't tell them apart if you try to measure it.
And so with the Planck time and the Planck length we can't really prove that it's the smallest possible distance / duration. But for all practical intents and purposes, it is the absolute limit below which distance / duration (as we understand those concepts) can't be observed. It might exist, but we can't see it.
Going back to the brightness analogy for a second, you could emulate intermediate steps by dithering. But that throws off what "brightness" even means because now your pixels are no longer all the same colour. You can't assign a single brightness value to it that means the same thing as it did previously. It's possible that there are notions of duration and distance smaller than the Planck time and Planck length that still make sense, but similarly, they will necessarily violate our common understanding of what those concepts mean.

On the physics question: time definitely cannot proceed in discrete "steps" in the way that people would typically imagine it, because of relativity. The very concept of simultaneity is relative, so there's no way that the entire universe can simultaneously take one "time step" forward all together. More generally, I think that because time and space are not distinct from each other but are rather both parts of "spacetime", time cannot be discrete unless space also is. Maybe it's possible that there could be some complicated discretization of spacetime that is consistent with our understanding of physics, but I doubt it, and to my knowledge all current theories of spacetime treat it as continuous.

The Planck time is 5.39 × 10-44 seconds. According to quantum physics, no unit of time can be shorter than that. Consequently, the frame rate of the universe is 18.55 septillion Frames Per Second.

I bet Aesop would argue life doesn't move – just like how arrow doesn't, instead being an infinity of discrete moments when the arrow is hanging still in one spot, just every time the spot is a bit different. I don't remember the details though, and even whether this was meant to poke holes in some discrete approaches of the time. I think that yeah, practically life moves and the amount of times we can sample it in the span of a second can be theoretically infinite, like what slow motion cameras are doing but taken to the extreme, but then we kinda run into the perception and being able to actually take that sample quickly enough to be able to take the next one in time, so there are probably some speed of light related limits there. Alas I'm not a philosopher of science, but we had a philosophy course relatively recently, like past year, so some fun stuff stuck better than the rest.
Maybe Planck length and unit of time are such physical limitations? Stab in the dark mostly, but the concept sounds like it might be the thing that you think about
