It seems quite obvious: Author has good idea for a handful of arcs. Story blows up in popularity, publisher demands more story. Author has no good idea for a new story. Author drags out story to not fall into poverty. Author eventually either retires, is wealthy enough or has a good idea for a new story. Author has no idea how to end their original story but just wants to be done with it and move on.

Author has good idea for a handful of arcs.

Author has no good idea for a new story.
