Saitama and Cid Kaganou are laughing at him. Both reached insane levels of strength within a few years by doing 10km run, 100 push-ups, 100 sit-ups and 100 squats every day (plus a lot more training in Cid case) while Deku wasted 8 years after losing his borrowed powers. He could’ve been a vigilante instead of a hero by training hard.
